Drilling permit for your artesian well
The drilling of an artesian well in Quebec is subject to the Regulation respecting water withdrawal and protection (RPEP), adopted by the Ministry of Sustainable Development, Environment, and the Fight against Climate Change. Since 2003, obtaining a permit is mandatory before drilling your well. Here are the steps and information required to obtain this permit from your municipality :
Information required for the permit application :
- Owner's name
- Location of the well on the property (with longitude and latitude coordinates)
- Desired water flow
- Well driller's information Who will perform the work
- Intended use of the well (artesian well, geothermal system, etc.)
Regulations from 2015
Since the new regulations of 2015, a permit is also required for any modification to your existing well. Whether it's deepening, hydrofracturing, sealing, or replacing the well, your municipality must issue a permit before these works can be carried out.
Cities and municipalities now have more authority over permits and regulations, including those for geothermal systems. The cost of these permits varies depending on the municipality.
Provide the drilling permit
The number and proof of your drilling permit must be provided to the contractor who will be performing the work before commencing.
After drilling
At the end of the work, a drilling report must be signed by a professional to certify that the work has been carried out in accordance with the Regulation respecting water withdrawal and protection.
Although water testing is no longer mandatory after drilling, it is strongly recommended if the water from your well is intended for consumption. This testing ensures the quality of your water.
